This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (3991 Fairview Industrial Drive SE). This position is classified as management service, supervisory and is not represented by a union.


DUTIES & RESPONSIBILITIES:
The Solution Development and Delivery (SDD) Manager acts on the authority of the IT Director to oversee the development and ongoing operation of IT software solutions and services including software testing strategies and leadership for all of SDD as well as software development leadership to deliver application solutions for DHS and OHA business partners. These services are used in support of shared Health and Human Services programs.


MINIMUM QUALIFICATIONS:
Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.

OR

Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.


DESIRED ATTRIBUTES:
• Experience with system integrator or other software vendors providing solutions, specifically in the review and analysis of contracts and other technical vendor deliverables.
• In-depth knowledge and skills in project management, resources development, operational and tactical planning, budgeting, cost/benefit analysis and team building.
• Experience leading a software testing team or organization.
• Current supervisory experience of a technical staff.
• Management experience in the areas of application and system development, software quality assurance and testing, software support and maintenance, enterprise solution architecture and data analysis.
• Ability to adhere to tight schedules and maintain close coordination with Human Resources, OIS executive and peer managers, agency divisions, partners and contractors.
• Willingness to maintain on-call emergency availability for critical software solutions that would significantly impact the care provided to patients at the Oregon State Hospital.
• Ability to partner with other agencies regarding the implementation of software solutions.
• Experience in promoting a culturally competent and diverse work environment.
