This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (3991 Fairview Industrial Drive SE). This position is classified as management service, supervisory and is not represented by a union.


DUTIES & RESPONSIBILITIES:
The purpose of this position is to conduct analysis, planning, development, implementation and coordination for the definition, development, operations, maintenance, installation and construction of service-oriented information or data systems and to provide consultation to executive management and professional IT staff.

This role will develop and maintain strong relationships with the business/functional units and have a solid understanding of their business, goals, mission and business drivers. The person in this position will make business decisions on IT services, support and products; and ensure the understanding of the impacts and investments required to achieve the organization's desired IT results.

The key focus of this position will be to support the agency's portfolio of Mainframe legacy applications. This position will work closely with the senior-level Mainframe Manager for the following critical functions:
1. Recruitment, development, support and appraisal of staff,
2. Seamless maintenance and operations of production Mainframe applications,
3. Develop and sustain good working relationships with management, internal and external partners and vendors to achieve successful outcomes.

This position will also implement the strategy and solutions roadmap to ensure application development and support services are available and reliable to ensure continuous business functions for both OHA and DHS.


MINIMUM QUALIFICATIONS:

Supervision and Management

Six years of experience in supervision, staff-technical, or professional-level work. Two years of this experience must have included supervision and management of a program, section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.

(NOTE: A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience, but will not substitute for the two years of specialized experience.)

OR

Program/Project Leader

Six years of experience in supervision, staff-technical, or professional-level work. Two years of this experience must have included program/project leader responsibility involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, or d) monitoring and controlling or preparing a budget.

(NOTE: A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience, but will not substitute for the two years of specialized experience.)

DESIRED ATTRIBUTES:
• Experience managing software development, maintenance and support of the resulting software system. This experience must include support for issue resolution, documentation, service-related training and development, and mentoring of service support staff.
• Working knowledge of project management methodologies, resource management, budgeting and cost/benefit analysis.
• Experience with IBM Mainframe applications or similar applications.
• Current supervisory experience of subordinate technical staff including previous management experience in application development, support, maintenance and administration, application architecture and data analysis.
• Ability to lead senior-level technicians and others in communications to diagnose, develop and execute alternative solutions to complex Mainframe application problems.
• Solid understanding of COBOL, JCL, DB2, VSAM and EasyTrieve Plus.
• Ability to communicate technical information regarding Mainframe applications to non-technical audiences.
• Experience in promoting a culturally competent and diverse work environment.
