This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (3991 Fairview Industrial Drive SE). This position is classified as management service, supervisory and is not represented by a union.


DUTIES & RESPONSIBILITIES:
The Chief Technology Architect assists the Chief Information Officer (CIO) in planning and directing the administration, operation and statewide service delivery of all information systems to the 10,500+ employees of OHA and DHS and the clients whom they serve.

The Chief Technology Architect is a strategic-level position and participates in setting the strategic direction for use of technology to support OHA and DHS programmatic and administrative functions. This position leads the planning efforts to define future-state technical environments for OHA and DHS. This leadership role facilitates the conversion of strategies to actions and identifies ways to optimize IT capabilities and performance to improve interoperability of systems and infrastructure.

As a member of the OIS executive staff, the Chief Technology Architect helps the CIO initiate, develop, and implement OIS programs, policies, and procedures.

The Chief Technology Architect plays a critical role in building or buying the technology that will help DHS/OHA meet its business goals. This position is responsible for solving integration problems, synchronizing technology frameworks and rationalizing technology services across business units in a highly diverse and distributed technical and business environment.

The Chief Technology Architect is responsible for leading efforts to develop, maintain and govern the enterprise architecture and its domains (business, information, application and technology) across the DHS/OHA enterprise. The Chief Technology Architect is also responsible for defining Enterprise Architecture (EA) processes, their application in technology transformation (including the architecture review process) and the integration of these processes with other related business and IT processes at a DHS/OHA, State of Oregon and Federal level.


MINIMUM QUALIFICATIONS:
Four (4) years of management experience in a public or private organization which included responsibility for each of the following:

a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation.

OR

Three (3) years of management experience in a public or private organization which included responsibility for each of the following:

a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation, AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.


DESIRED ATTRIBUTES
• Position requires a strong customer service orientation and a high degree of responsiveness to customer requirements.
• Because of the rapidly changing technology in the information systems industry and the varied customer environments requiring these technologies, this position demands innovative thinking, flexibility and an ability to manage change and varied resources.
• The incumbent in this position must have 3-5 years of experience in Enterprise Architecture and have the skills and experience to lead the organization in setting technical standards, technical direction, and Enterprise Architecture efforts.
• The incumbent in this position performs the role of Chief Technical Architect for the organization.
• The incumbent in this position must have 3-5 years of experience in setting IT Policy and in leading strategic planning efforts for a large organization.
• In addition to management experience, this position requires up-to-date technical expertise and knowledge needed to direct technical experts.
• The incumbent must be able to "translate" technical issues and ideas into non-technical language understandable by all levels of management and customers throughout state government.
• Bachelor degree or higher in computer science, public administration, business management or other relevant field is preferred.
• Knowledge of information technology services and project management methodology is preferred.
• Due to the importance of collaboration in this role, this position requires facilitation skills of various groups of both technical and non-technical participants. Proficient verbal and written communications preferred.
• The incumbent in this position must consistently treat customers, stakeholders, partners, vendors and co-workers with dignity and respect, and create and maintain a work environment that is respectful and accepting of diversity.
• The incumbent in this position must set clear guidelines, model expected office professional behaviors, and establish and maintain clear methods for reporting inappropriate actions.
• Experience in promoting a culturally competent and diverse work environment.
