This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (500 Summer Street NE). This position is classified and represented by a union.

The Systems Analyst supports software development and operations support activities on the OR-Kids (SACWIS) System. Responsibilities include one or more of the following activities.
• Online and user interface development in Java.
• Utilization of SQL Server, T-SQL and SQL Server Integration Services to support reporting and database functions.
• Participation in efforts to upgrade the infrastructure, technology and architecture of the system.
• Working on software development teams to make significant functional enhancements to the system.

This position works closely with technical team members to develop and implement solutions and works closely with business analysts to understand business requirements, specify technical requirements and test new features.

Four years of professional, consultative, technical, or administrative experience designing, constructing or analyzing information systems. Experience must include activities in:
• Communications: Communication means the connections that link systems and includes voice, data, image, and video.
• Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.
• Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).
• Data: Data means data bases and associated master files;

and either:

(a) At least 30 quarter (20 semester) credits in computer science;


(b) Two more years of experience providing a knowledge of information systems theory and principles;

15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

• Experience using Java and/or other object oriented technologies.
• Experience with relational database management systems and SQL.
• Experience developing applications with event driven and object oriented toolsets.
• Recent experience in structured designs, analysis, programming, testing and implementation.
• Experience analyzing business procedures, processes and policies.
• Experience in business requirements collection, analysis and attendant technical specifications development.
• Programming experience using systems development methodologies.
• Application development experience with the following languages, IDEs, tools and reporting toolsets:
o Java
o Ant
o Eclipse
• Experience writing technical reports and instruction manuals for operations and users.
• Experience testing and debugging information programs and systems.
• Ability to resolve systems performance problems.
• Ability to estimate resource requirements.
• Experience in promoting a culturally competent and diverse work environment.
