This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (3991 Fairview Industrial Drive SE). This position is classified and represented by a union.

The purpose of the Systems Analyst position is to provide operations and maintenance support for custom built and purchased software programs that automate the business of the Oregon Health Authority and the Department of Human Services. This position is part of a team that supports mostly web applications that serve administrative support functions for all areas of the agency.

Three years of professional consultative, technical, or administrative experience which includes designing, constructing, or analyzing information systems.

Experience must include activities in

• Communications: Communication means the connections that link systems and includes voice, data, image, and video.
• Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.
• Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).
• Data: Data means data bases and associated master files;


(a) at least 30 quarter (20 semester) credits in computer science; OR
(b) two more years of information systems experience.

15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

• Experience developing applications with event driven and object oriented development toolsets.
• Experience developing applications with the following client server and web development languages, IDEs, tools and reporting toolsets:
o Cold Fusion (Fusebox)
o C#.NET
o Java, IBM WebSphere
o DB2
o SQL Server
o Business Objects, Crystal Reports
o Microsoft Access
o Visual Basic for Applications
• Experience configuring commercial off-the-shelf (COTS) products and adding customized modules to extend the functionality of COTS products.
• Extensive knowledge of structured design, analysis, programming, testing and implementation.
• Experience analyzing business procedures, processes and policies.
• Knowledge of application program problem analysis and testing.
• Demonstrated skill in information systems analysis, design and data management concepts as well as operating software and operating systems language.
• Additional skills in the following areas:
o Developing systems specifications
o Writing technical reports and instructional manuals for operations and users
o Analyzing and defining user requirements
o Testing and debugging information programs and systems
o Planning and implementing special tasks and/or projects
o Estimating resource requirements
o Solving system performance problems
• Experience in promoting a culturally competent and diverse work environment.
