This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (500 Summer Street NE). This position is classified and represented by a union.

The primary purpose of this position is to plan and coordinate all Solution Quality Assurance (SQA) and Testing services for OR-Kids Operations and Maintenance. This position works with team leaders, OR-Kids Technical Team, and Business Analysts to plan, design, develop, execute and report on quality assurance and testing activities.

Five years of professional consultative, technical, or administrative experience providing expert advice and leadership in planning, development, coordination, and implementation of information systems.

Experience must include activities in

• Communications: Communication means the connections that link systems and includes voice, data, image, and video.
• Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.
• Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).
• Data: Data means data bases and associated master files;


(a) at least 30 quarter (20 semester) credits in computer science; OR
(b) two more years of information systems experience.

• Strong working knowledge of contemporary Software Development Lifecycle (SDLC) approaches such as Waterfall, Iterative and/or Agile.
• Solid understanding of the goals and characteristics of the types of testing performed in an application lifecycle.
• Extensive knowledge of information systems requirements analysis methods, tools and techniques.
• Ability to use requirements traceability tools to map solutions requirements to test requirements.
• Experience writing project, phase and iteration test plans based on a project's test strategy.
• Experience estimating and planning SQA/test activities based on a project's complexity and approach.
• Ability to review and revise IT service contracts and to monitor contract performance.
• Ability to plan and coordinate work assignments to align with project schedules and resources.
• Willingness to provide technical staff guidance, mentoring, training and assistance.
• Familiarity with the following areas:
o Test automation principles, approaches and techniques.
o Quality assurance and quality control principles.
o IT services management principles.
o Project planning and scheduling principles and techniques.
• Experience in promoting a culturally competent and diverse work environment.
