This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (500 Summer Street NE). This position is classified and represented by a union.

The purpose of this position is to provide expertise and leadership to analyze, plan, develop, integrate, implement and coordinate the operations, maintenance, installation and construction of information systems. This position will focus on analysis, maintenance and software development for the OR-Kids system.

Five years of professional consultative, technical, or administrative experience providing expert advice and leadership in planning, development, coordination, and implementation of information systems.

Experience must include activities in

• Communications: Communication means the connections that link systems and includes voice, data, image, and video.
• Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.
• Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).
• Data: Data means data bases and associated master files;


(a) at least 30 quarter (20 semester) credits in computer science; OR
(b) two more years of information systems experience.

• Experience administering and managing large scale, multi-system projects including directing and motivating internal staff, contractors and other participants.
• Ability to identify the scope and complexity of a project and assign segments of the project to others.
• Experience establishing controls and security measures.
• Experience reviewing and revising agreements and contracts.
• Experience developing long and short range plans to meet established goals.
• Experience developing policies and procedures.
• Ability to analyze organizational needs and implement cost-effective solutions.
• Extensive knowledge in the following areas.
o Software development and database management systems (DBMS).
o Infrastructure specialties and the interrelationship of information management systems.
o Project administration methods, principles, techniques and practices.
o Trends, technological changes and practices in Information Systems.
• Experience in promoting a culturally competent and diverse work environment.
