This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (550 Capitol Street NE). This position is classified and represented by a union.

This position has constant contact with vendors and contracted personnel to provide oversight and analyze compliance with contract specifications. The individual in this role provides expert consultation to management, professional IS staff and other jurisdictions, and, in a leadership role, conducts comprehensive analysis, planning, development, implementation and coordination for the operations, maintenance, installation and construction of information systems.

The Senior Infrastructure Systems Analyst provides expertise, leadership, planning, and support for DHS/OHA computer system infrastructure. This includes installation, training, technical support, diagnostics and maintenance on multiple servers, multiple operating systems, and multiple hardware configurations. The servers include application servers, web servers, database servers, security services, and interface services. This position also plans for major infrastructure upgrades, and analyzes technology options for different systems.

This position supports software development and operations support activities on the ONE System. ONE is an enterprise system with more than 800 State employee users, and more than 80,000 Medicaid applicants across the State.

The person in the position works in one or more of the following activities:
• Administer 1000+ servers that support production, training, test, and development environments.
• Participate in efforts to upgrade the system infrastructure, technology, and architecture.
• Define and implement best practices for infrastructure and security.
• Monitor production environment, and automate monitoring and operations processes.
o Production environment includes Windows Server Platform, BizTalk, DataPower, CA Security Suite, Corticon Rules Engine, SQL Server, F5, Dollar Universe, Internet Information Services (IIS), and .Net MVC
• Coordinate server updates and patching with consulting partners – both local and overseas.

(a) Seven (7) years of information systems experience in Systems Architecture.


(b) An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience in Systems Architecture.


(c) A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above. AND three (3) years of information systems experience in Systems Architecture.


(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above. AND one (1) year of information systems experience in Systems Architecture.

• Expertise in design and engineering of Active Directory Infrastructure including LDAP, federation services, Group Policies, certificate authority, VPN, Kerberos, Lightweight Directory Services.
• Experience with AD forests, domains, trees and trusts.
• Experience with Microsoft server design, engineering, implementation, administration of 2012 and above.
• Experience with DNS and DHCP services.
• Working knowledge of network security best practices and strategies including firewalls, Network Access Control devices and Intrusion Detection Systems.
• Ability to plan and implement a highly available enterprise infrastructure.
• Ability to plan and implement a server virtualization infrastructure on-premises and in a cloud (private or public).
• Experience deploying and managing end-to-end monitoring of network and server infrastructure.
• Expertise in in scripting languages including: VBScript, Perl, or PowerShell.
• Ability to install, operate, and troubleshoot a small to medium size enterprise branch network.
• Ability to design routed and switched network infrastructures and services involving LAN, WAN, wireless, and broadband access for businesses and organizations.
• Experience with Network security / configuration, IP addressing / routing, extended switched networks with VLANs, and MPLS networks.
• Experience with technical and data analysis, SDLC, and working with large scale operations, software development and/or deployment.
• Experience in promoting a culturally competent and diverse work environment.
