This employment opportunity is with the Office of Information Service – Shared Services, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (500 Summer Street NE). This position is classified as management service, supervisory and is not represented by a union.


DUTIES & RESPONSIBILITIES:
The Solution Development and Delivery (SDD) Manager, acts on the authority of the IT Director to oversee development and ongoing operations of IT software solutions and services. These services are used in the service delivery in support of the shared Health and Human Services programs.


MINIMUM QUALIFICATIONS:
Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.

OR

Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.


DESIRED ATTRIBUTES:
• In depth knowledge and skills in the following areas:
o Technical enterprise software development
o Project Management
o Resource Development and Management
o Operational and Tactical Planning
o Budgeting and Cost/Benefit Analysis
• Experience two or more of the following areas:
o Agile development terms and methodologies
o Leadership in a software testing organization
o System infrastructure including web and backend database servers and techniques for sizing environments to meet load/performance requirements
o Leading distributed or remote technical teams.
o JIRA, Java, JBOSS and/or RedHat technologies.
• Management experience in two or more of the following areas:
o Enterprise application and system development,
o Support, maintenance and administration of enterprise software
o Application and enterprise services architecture
o Data Analysis
o Business Intelligence
o Cross-functional, collaborative leadership
• Current experience supervising subordinate team leads and technical staff.
• Ability to work under tight schedules and in close coordination with Human Resources, OIS executives, peer managers, agency divisions, partners and contractors.
• Ability to partner with other agencies regarding the implementation of software solutions.
• Additional desired experience in the following areas:
o Experience working with system integration vendors or other software vendors providing solutions specifically in the review and analysis of contracts and other technical vendor deliverables.
o Process improvement leadership
o DevOPS
o Mobile Web Development
• Experience in promoting a culturally competent and diverse work environment.
